Taobé cosmetic product registration costs for the EU and UK

A key part of the cosmetic product registration process is establishing the toxicological profile of each ingredient within the formula. This scientific evaluation is a central component of the product safety assessment. For this reason, registration pricing is primarily determined by the number of ingredients in the formulation.
The prices listed apply to the full regulatory registration of a single product in one market, either the European Union or the United Kingdom.
If the same product is registered in both markets, an additional fee of €100 applies for the second market.
Products that share the same base formula, or that are offered in multiple fragrances or shades, usually require a more limited additional assessment. In these cases, pricing is adjusted accordingly and evaluated on a case-by-case basis.

Cosmetic Product registration vs. Responsible Person: two distinct cosmetic compliance services

Product registration: one-time cosmetic compliance assessment for EU and UK markets

Registration fees cover the complete safety and regulatory assessment required before a cosmetic product can be placed on the European or UK market.

This process includes:

  • Formula compliance review and toxicological evaluation of ingredients (CPSR – Part A)
  • Preparation of the Cosmetic Product Safety Report (CPSR – Part B) and creation of the Product Information File (PIF)
  • Labelling and claims compliance review
    ● Notification on the official regulatory portals (EU CPNP and/or UK SCPN)

Once completed, the registration allows the product to be placed on the following markets:

  • The European Union (EU-27)
  • Norway, Iceland, Switzerland and Liechtenstein
  • The United Kingdom

Registration is typically a one-time service, provided that the product remains unchanged.

If key elements of the product are modified — such as the formula, packaging, manufacturer, or labelling — the regulatory file must be reviewed and updated to ensure continued compliance.
This phase represents the most technically demanding stage of the regulatory process, requiring advanced scientific evaluation and deep regulatory expertise.

Responsible person: ongoing legal compliance and market representation

Once a product is confirmed to be safe and compliant, a Responsible Person (RP) must be appointed to legally represent the product on the market.

The Responsible Person must be established in the EU-27 (for EU coverage) or in the UK (for UK coverage) and assumes legal responsibility for the product throughout its time on the market and for ten years after.

This includes:

  • Holding the Product Information File at an EU or UK address
  • Making the PIF available to authorities upon request
  • Monitoring regulatory changes and anticipating their impact
  • Ensuring products remain compliant over time
  • Acting as the official point of contact with authorities and customs

Because this responsibility exists for as long as the product is marketed, the RP service is billed as an annual fee.

For Taobé to act as the Responsible Person (RP) for a product, we must either have completed the full regulatory registration or have conducted an audit of the existing CPSR and Product Information File (PIF) to ensure that the documentation is complete and compliant with regulatory requirements.

The Responsible Person service is provided as a renewable annual fee and includes

  • Ongoing regulatory monitoring and anticipation of upcoming regulatory developments
    Monthly regulatory newsletter providing updates relevant to cosmetic products
  • Product-specific alerts if an ingredient used in the product becomes restricted or prohibited
  • Communication with national authorities in the event of regulatory inspections
  • Communication with customs authorities, where required
  • Management of undesirable effects in accordance with regulatory obligations

Our Responsible Person fees are therefore structured to remain stable and predictable year after year.
