Formula Compliance and Label Check Services

What is the General Product Safety Regulation (GPSR) ?

The General Product Safety Regulation (EU) 2023/988, effective from 13 December 2024, is a mandatory legal framework that applies to all consumer products sold in the EU, including those sold online or imported from non-EU countries.

Its primary goal is to ensure products placed on the market do not pose any risk to consumer health or safety. It also provides Member States with tools to monitor compliance and enforce product recalls when necessary.

Whether your products are covered by sector-specific legislation or not, the GPSR applies unless they are explicitly excluded.

What are the GPSR requirements for compliance ?

We help you understand and fulfil your obligations based on your business role — manufacturer, importer, distributor, or online seller.

Safety requirements :

  • Technical specifications (formulation, materials, packaging, etc.)
  • Product interactions (with other products or environments)
  • Clear labelling and usage instructions
  • Suitability for the intended consumer (e.g. children, vulnerable users)
  • Product appearance and risk of confusion or misuse

You may also need to carry out lab testing, conduct a risk analysis, and ensure compliance with relevant EU/international standards.

Obligations for manufacturers

If you manufacture consumer products, you must:

  • Conduct a documented risk assessment

  • Maintain up-to-date technical documentation

  • Display key safety and traceability information on the product

  • Notify serious incidents via the Safety Gate portal

  • Appoint an EU Authorised Representative if based outside the EU

Taobé can support you in compiling the necessary documentation, managing labelling requirements, and ensuring traceability through the supply chain.

Obligations for importers and distributors

Importers and distributors must:

  • Ensure products are GPSR-compliant before market entry

  • Include importer details on the product or packaging

  • Translate labelling and safety instructions into local languages

  • Relay safety concerns and take corrective action if needed

We work with you to verify supply chain compliance, localise product documentation, and mitigate market-entry risks.

Selling online or via distance sales

If you sell through e-commerce or other distance channels, GPSR Article 19 requires that product listings clearly display:

  • Manufacturer and Authorised Representative contact details
  • Product identification information and images
  • Required warnings and safety information in local languages

Taobé can audit your product listings, advise on mandatory declarations, and help you build GPSR-compliant templates for your online shop.

What is the Digital Product Passport, and do I need to prepare for it?

While not yet in force, the European Union is set to introduce the Digital Product Passport (DPP) as part of the upcoming Ecodesign for Sustainable Products Regulation. This initiative aims to provide consumers with transparent and accessible information about a product’s ingredients sourcing, manufacturing processes, eco-design features, performance, and recyclability.
Preparing for the DPP will be essential for businesses wishing to stay ahead of regulatory developments and meet evolving sustainability standards.
At Taobé Consulting, we assist companies in compiling the necessary technical documentation to comply with these forthcoming requirements. Our experts also offer guidance on improving your product’s eco-design through strategies such as ecoformulation, use of recyclable packaging, and eToxiSafe labelling—helping you future-proof your products for a more sustainable market.
