On the 30th of March, the European Commission published the new guidance to support the implementation of the Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR), which entered into force on 11 February 2025 and will apply from August 2026. As a cornerstone of the EU’s sustainability agenda, the PPWR aims to harmonise packaging rules across Member States while reducing environmental and health impacts, but its complexity has raised significant interpretation challenges for industry stakeholders.
This guidance document on PPWR addresses key areas where legal ambiguity still remains, including the classification of economic operators, the definition and scope of packaging, and the application of extended producer responsibility (EPR). It also provides clarification on high-impact provisions such as restrictions on single-use packaging, PFAS in food-contact materials, and reuse and deposit-return systems.
From a regulatory perspective, the guidance document on PPWR is not legally binding but signals the Commission’s interpretation ahead of forthcoming delegated and implementing acts. For beauty brands, this marks a critical window to align with evolving requirements on recyclability, labelling, and recycled content. Early regulatory readiness will be essential to ensure compliance, maintain EU market access, and navigate an increasingly harmonised—but more demanding—packaging framework.
This guidance document on PPWR will be formally adopted by the Commission later, when all languages are available. It is only from that moment that the updated guidelines will be applicable.
