Responsible Person Cosmetic Services

In the EU and UK, every cosmetic product must have a designated Responsible Person to legally place it on the market. The Responsible Person is responsible for ensuring the product complies with all relevant cosmetic regulations — including safety assessments, correct labelling, maintaining the Product Information File (PIF), and notifying the product through the Cosmetic Product Notification Portal (CPNP) in the EU or the Submit Cosmetic Product Notifications (SCPN) portal in the UK. This role is vital to demonstrate compliance and ensure consumer safety.

At Taobé Consulting, we provide full Responsible Person cosmetic services for the EU and UK. As your appointed Responsible Person, we handle everything from formulation reviews and coordinating safety assessments to preparing documentation and submitting notifications. Our service helps you meet legal requirements and get your products to market smoothly and confidently.

Who is the Responsible Person?

According to Article 4 of Regulation (EC) No. 1223/2009, the Responsible Person can be one of the following:

Manufacturer

for products manufactured within the EU

Importer

for products brought into the EU from outside

Distributor

if they place the product on the market under their own name or trademark, or make substantial changes to the product

Third party

a natural or legal person based in the EU or UK, formally appointed by written mandate to take on the role

Our Responsible Person Cosmetic Services

Compliance assurance :

We ensure your cosmetic products meet all legal requirements in the EU and UK markets.

  • Product Information File (PIF) management
We maintain and update the Product Information File (PIF), ensuring it is complete, compliant, and readily available to authorities upon request.
  • Safety assessments
We work with qualified Safety Assessors to carry out detailed safety evaluations for each product. If the Cosmetic Product Safety Report (CPSR) is not prepared by us, we conduct a PIF audit to verify that we can act as the Responsible Person. This audit also helps us monitor regulatory changes affecting the product’s ingredients and maintain ongoing compliance.

Regulatory notifications :

Once a product has been confirmed as fully compliant, we handle the necessary notifications on your behalf.

  • Cosmetic Products Notification Portal (CPNP) – As your Responsible Person in the EU, we notify your product on the official Cosmetic Products Notification Portal (CPNP) in accordance with Regulation (EC) No. 1223/2009.
  • Submit a Cosmetic Product Notification (SCPN) – As your Responsible Person in the UK, we notify your product on the UK’s official Submit a Cosmetic Product Notification (SCPN) portal, as required by UK cosmetics regulations.

Cosmetovigilance :

We support your ongoing product compliance through active monitoring and reporting.

  • Monitoring and reporting – In line with Article 23 of Regulation (EC) No. 1223/2009, we monitor for serious undesirable effects associated with your products. Where required, we report these incidents to the relevant authorities. We also provide the necessary reporting forms and assist you in completing them correctly and efficiently.

Corrective actions

We help you respond effectively to compliance issues as they arise

  • Non-compliance management – If a product is found to be non-compliant, we guide you through the necessary corrective actions. This may include updating documentation, reformulating products, or, in more serious cases, initiating a product recall in coordination with the relevant authorities.

Responsible Person FAQs

A Responsible Person is a legal or natural entity established in the EU (for the EU market) or the UK (for the UK market) who ensures that cosmetic products comply with relevant safety, labelling, and notification regulations before being placed on the market.

You cannot legally sell cosmetics in the EU or UK without one. Authorities may seize or recall non-compliant products if they’re on the market without an appointed Responsible Person.

It can be:

  • An EU- or UK-based manufacturer
  • An importer bringing in products from outside the region
  • A distributor selling under their own name or significantly modifying the product
  • A third party appointed via written mandate

Yes — to sell in the EU, the Responsible Person must be based in the EU. To sell in Great Britain, they must have a UK-established address — PO boxes or mail forwarding services are not acceptable.

They must ensure:

  • Compliance with safety assessments, Good Manufacturing Practices, and ingredient restrictions
  • Maintenance and accessibility of the Product Information File (PIF)
  • Product notification via the CPNP (EU) or SCPN (UK)
  • Correct labelling and marketing claims
  • Reporting serious undesirable effects and initiating corrective actions when required

No — you need a Responsible Person based in the EU for EU markets and a separate UK-based Responsible Person for the UK market due to post‑Brexit regulatory divergence.
