In the EU and UK, every cosmetic product must have a designated Responsible Person to legally place it on the market. The Responsible Person is responsible for ensuring the product complies with all relevant cosmetic regulations — including safety assessments, correct labelling, maintaining the Product Information File (PIF), and notifying the product through the Cosmetic Product Notification Portal (CPNP) in the EU or the Submit Cosmetic Product Notifications (SCPN) portal in the UK. This role is vital to demonstrate compliance and ensure consumer safety.

You cannot legally sell cosmetics in the EU or UK without one. Authorities may seize or recall non-compliant products if they’re on the market without an appointed Responsible Person.
